No governor  
Because the requirements for governing a state do not include rigorous intellectual challenges such as figuring out how to pour piss out of a boot, numerous governors are announcing that they will not allow Syrian refugees into their states, which federal law clearly states they are forbidden from doing.

Alternative analysis: it's a cheap -- cost-free, in fact -- way of posturing for the racist base without actually risking having to, like, do anything (because they knew they'd be called on it, before the news cycle was up).

Yep. They get to froth up their base, do absolutely nothing, and be oppressed by Obama for a bonus.

They're actually doing the Syrian refugees a back-handed favor there, because just look at which states are raising these objections: all states with a long history of entrenched bigotry toward minorities, and which can't even provide decent housing, jobs, health-care or education for the impoverished American citizens who were born there. The refugees have suffered enough; they don't deserve to be sent to Texas to suffer more.
