That's an (unsurprisingly) lucid and intelligent essay on What To Do.

Years ago, I got to be the Conclave con chair who gave the boot to a guy who'd been behaving inappropriately for years. Everybody knew about him and everybody bitched about him, but no official action could be taken because everybody just said, "That's just T being a creep again." So when I heard somebody complaining about him and said, "Oh please, file a complaint," and she replied, "But I told him to keep away from me and he has," I replied, "Yes, but what about all the other women he's going to harass this weekend if we can't take action against him?" And she filed the complaint.

Taking action against harassers isn't just for personal protection. It spares potential victims from enduring the abuse and it may even teach harassers to stop doing that because there will be undesirable consequences.
